Context   (Selling a Service)

I am having trouble with my sales pitch for SEO. So the price I am selling this service for can literally be anything depending on how high up in google the customer wants to rank and how many keywords they wish to target and all of this is based on their competition.

But my question is then do I try and break it down to say we can work on x number of keywords for x amount of $$$ or do I say lets set a budget of xxx dollars and see how it goes?

I tried the "It depends on your budget conversation" the other day and I think I lost the customer because his response was "so it just depends on how much money I can throw at it?"
